Collier Homes and MacPherson Builders Break Ground on a New Townhouse Development Supporting the City of St. Thomas Housing Accelerator Fund Action Plan.
St. Thomas, ON – November 26th, 2025 – Collier Homes and MacPherson Builders are excited to announce the groundbreaking of a new townhouse development within MacPherson’s Shaw Valley community, marking a significant step forward in support of the City of St. Thomas’ Housing Accelerator Fund Action Plan. The event took place in the Shaw Valley development on November 26th, 2025.
This new townhouse development in St. Thomas will initially feature six thoughtfully designed townhouse units, each with a complete, self-contained Additional Residential Unit (ARU). With contemporary designs and expert craftsmanship, the project provides residents the opportunity to live close to parks, schools, and future public transit, while supporting the City’s commitment to increasing housing diversity and affordability.
A further 29 units are planned for the Shaw Valley community, resulting in a total of 35 primary townhouse dwelling units and 35 ARUs.
The one-bedroom ARUs will feature separate entries, kitchens, bathrooms, workspaces and laundry facilities; the utilities will be separately metered. These rental units will provide an affordable option for individuals or couples who are attempting to enter the housing market.

Lou Pompilii, Director of Planning and Building Services added, “The Housing Accelerator Fund has given us the tools to streamline approvals and support innovative housing solutions. This project directly aligns with our Action Plan goals and housing targets by adding new townhouse and ARU units that increase density, affordability, and housing choice in our community.”

The groundbreaking ceremony brought together key leaders shaping the development, including St. Thomas Mayor Joe Preston; Lou Pompilii, Director of Planning and Building Services for the City of St. Thomas and Angelo DeCicco, Chief Building Official.
